The Budget Office of the Federation says the disputed Presidential Foreign Intervention Promotion Council entered Nigeria’s budget through an official instrument tied to a council inaugurated under former President Muhammadu Buhari.

Director-General Yakubu Tanimu told an ICPC-linked National Assembly hearing on Friday that while lawmakers appropriated funds for the Council, no personnel expenditure, payroll enrolment, or procurement ever took place, according to the Tribune. He said the ₦3.8 billion personnel request was independently recalculated to ₦802.98 million, but financial clearance was withheld pending compliance checks, and payments were later blocked once doubts arose over the Council’s legal status.
A lawmaker on the committee, Abubakar Fulata, disputed the authenticity of the instrument, saying it lacked a gazette number and presidential signature.
