Despite over N7.7 billion in rehabilitation spending for “repentant” insurgents and a N1.2 billion compensation payout to Gombe State for its NYSC camp, a wave of suicide bombings in Maiduguri has left 23 dead and 108 injured, sparking fresh scrutiny of the Federal Government’s de-radicalization efforts.

The Federal Government has disbursed N1.2 billion to the Gombe State Government as compensation for the takeover and repurposing of the state’s National Youth Service Corps (NYSC) orientation camp for Operation Safe Corridor. Payment records from the Office of the Accountant-General of the Federation indicate the transaction was executed via AIE No. A01-00007803, described as a “release of fund to Gombe State Government as compensation for the value of the existing state NYSC camp occupied by Operation Safe Corridor for deradicalisation, rehabilitation and reintegration programme.” This payment highlights the significant financial commitment to the initiative designed to rehabilitate “repentant” Boko Haram fighters, necessitating the use of key state infrastructure to house the controversial program.

However, the massive financial investment has come under intense scrutiny following a devastating triple suicide bombing in Maiduguri on the evening of Monday, March 16, 2026. Three attackers detonated improvised explosive devices (IEDs) at the Maiduguri Monday Market, the Post Office Flyover, and near the University of Maiduguri Teaching Hospital, killing 23 people and injuring 108 others. The blasts plunged the city into chaos and overwhelmed local hospitals, occurring even as insurgent attacks continue to plague the region. Witnesses described scenes of absolute panic as explosions ripped through crowded areas, leaving victims with injuries ranging from minor wounds to “life-threatening trauma.”

Financial records further reveal a significant surge in spending related to the Disarmament, Demobilisation, and Reintegration (DDR) efforts, with Borno State alone spending approximately N7.7 billion over a 21-month period. According to the 2025 full-year budget performance document, N4.3 billion was spent on “livelihood support for Repentant Boko Haram members” in 2025, with N1.6 billion disbursed in the final quarter alone. Despite these expenditures and the earlier N3.45 billion spent between January and September 2024, the persistent violence has led many to question the efficacy of the “Safe Corridor” initiative. As Maiduguri buries its dead, the gap between high-level rehabilitation spending and the reality of ongoing carnage remains a focal point of national outrage.
