The Presidency on Thursday announced the posting of four ambassador-designates, including former Kebbi State governor, Usman Dakingari, to Turkey, despite his name not appearing on the list of nominees earlier confirmed by the Senate. The announcement stated that the postings were made from among the 68 ambassadorial nominees confirmed by the Senate in December. Other appointments included Kayode Are, former Director-General of the Department of State Services, as ambassador-designate to the United States; Ayodele Oke, former Director-General of the National Intelligence Agency, to France; and Amin Dalhatu, a former envoy to South Korea.
However, less than 24 hours after the announcement, the Presidency withdrew Dakingari’s posting, raising questions over how his name was included among confirmed nominees. The development sparked concerns about compliance with constitutional provisions, which require the Senate to confirm ambassadorial nominees by name. The constitution does not permit post-confirmation substitution or appointment based on vacancies without fresh Senate approval.
