I fully support Gen. Musa’s position that negotiations with terrorists should not take place. My experience in operations where ransom payments were involved has shown that these groups are often insincere, frequently demanding more and putting the welfare of captives at risk. A viable solution to this challenge is to establish an indigenous homeland security initiative, utilizing local personnel for deployment. No ransom should be paid to terrorists
