The administration argued the funds conflicted with U.S. foreign policy and pursued a rare “pocket rescission” to block the aid before the fiscal year’s end. Aid groups warned the move grants the president unchecked power over congressional spending.
The Supreme Court, which has largely backed Trump since his return to office, sided with the administration in most cases this year. The ruling underscores the continuing clash over separation of powers and Trump’s “America First” agenda.
