ICPC flags NNPC, UNICAL, others as high corruption risk

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has listed 13 ministries, departments and agencies (MDAs) as “high corruption risk” in its 2025 ethics and integrity compliance scorecard (EICS) report released on Tuesday.

The report assessed 357 MDAs using the EICS and the anti-corruption and transparency units (ACTU) effectiveness index, focusing on internal controls, organisational policies and compliance with statutory requirements, aimed at strengthening oversight and boosting investor confidence.

According to the findings, the Nigerian Upstream Petroleum Regulatory Commission topped the rankings with 91.83 points, followed by the Nigeria Deposit Insurance Corporation and the Asset Management Corporation of Nigeria. In contrast, NNPC Limited, the University of Calabar, the Federal Civil Service Commission and NCCSALW failed to score any points.

Presenting the report, ICPC chairman Musa Aliyu, represented by Olusegun Adigun, said no MDA achieved full compliance. He noted that 48 MDAs showed substantial compliance, while over 40 percent recorded poor compliance and 13 were classified as non-responsive and high-risk.

Aliyu said widespread gaps were found in financial management, procurement, audits, digitisation and ethics frameworks, with many MDAs lacking strategic plans, whistle-blower policies, training systems and proper monitoring, leading to weak accountability and recurring integrity concerns.
