Tinubu signs order to regulate virtual assets, boost digital economy

President Bola Tinubu has signed an executive order creating a Virtual Asset Council to coordinate regulation of crypto and other digital assets across Nigeria’s financial agencies.

President Bola Tinubu has signed the Presidential Executive Order on Virtual Assets Coordination, 2026, aimed at harmonising regulation of virtual assets and closing gaps exploited by fraudulent operators. Presidential spokesperson Bayo Onanuga confirmed the order takes immediate effect, NAIJA news report.

It establishes a Virtual Asset Council, chaired by the CBN with the NRS and SEC as vice-chairs, alongside the NFIU and ONSA, to coordinate — not replace — existing agency mandates. A Virtual Asset Office will handle daily coordination, while the CBN rolls out a regulatory sandbox and the NRS prepares a tax policy for the sector. A Harmonised Implementation Framework is due within 30 days.
