The Nigerian Communications Commission has begun developing a cost-based pricing framework for sharing underground telecom ducts, aimed at ending repeated road excavation for fibre-optic deployment.
NCC Moves to End Repeated Road Digging
Nigeria’s roads may soon get a break from constant digging. The NCC and stakeholders have kicked off plans for a pricing framework to share underground telecom ducts under the Dig Once policy, according to Punch.
Speaking at a stakeholders’ forum in Abuja, Permanent Secretary Nadungu Gagare said the policy aims to cut broadband costs and prevent unnecessary excavation, but needs a “transparent, commercially viable” pricing structure to work.
NCC’s Ayuba Shuaibu said consultants were engaged in 2023 to fill this pricing gap, calling it essential for efficiency and fair investment protection. Dimension Data’s Olugbenga Olabiyi added that embedding ducts during road construction would let multiple operators deploy fibre without repeated digging.
