The circular directs MDAs to halt payments for constituency and zonal intervention projects unless vetted by the Ministry of Special Duties and Intergovernmental Affairs.
Etanabene urged the House to invite Tinubu to explain delays in implementing the 2025 budget, warning the circular could further stall the Appropriation Act’s execution.
