Dangote refinery delivered 18m litres daily below target, says NMDPRA

According to the NMDPRA’s October 2025 “State of the Midstream and Downstream Fact Sheet,” the Dangote Refinery supplied an average of 18.03 million litres of petrol per day from October 2024 to October 2025, significantly below the previously announced 35 million litres daily target.

The shortfall has intensified scrutiny of the government’s recent tariff policy on petrol imports amid rising consumption, with daily demand reaching 56.7 million litres while domestic refineries provided only 17.08 million litres.

Despite assurances from Dangote Refinery that “there was no need for petrol imports,” the regulator’s data shows Nigeria still imported 27.6 million litres daily even as most state-owned refineries remained non-operational due to maintenance, safety concerns, and rehabilitation.
