More than half of 53 federal Ministries, Departments and Agencies have scored below 50% in the 2024 Business Facilitation Act performance report by the Presidential Enabling Business Environment Council.
ARCON placed last with 3%, while agencies including NAMA, NCAA, SCUML, NEXIM, NEPZA and NUPRC recorded between 48% and 25%. NESREA scored 24.6%, while BOI, NIPOST and the Trademarks Registry were among those scoring under 25%.
Mid-table performers included NERC, PenCom, FAAN, FIRS, FRSC and NAFDAC with 52–56%. Agencies such as SON, NBC, NEPC and FCCPC scored just under 70%. The assessment used a 100-point framework based on efficiency, reporting, mystery shopping, innovation and transparency.
SERVICOM, which monitors service quality across MDAs, ranked among the lowest in SLA compliance, highlighting ongoing concerns over slow service delivery, weak digital platforms and poor public disclosure.
