FG bans cash payments to MDAs, orders installation of POS in 45 days

The Federal Government has banned the use of physical cash for revenue payments and directed all Ministries, Departments, and Agencies to install POS terminals within 45 days, according to new Treasury circulars obtained on Monday. In the documents, Accountant-General Shamseldeen Ogunjimi said all government payments must now be made electronically through approved channels, warning that the “continued acceptance of physical cash is prohibited” and violates existing e-payment policies.

Additional circulars ordered MDAs to halt unauthorised deductions on customised payment platforms, adopt a mandatory national e-receipt system from January 1, 2026, and integrate fully with the new Revenue Optimisation (RevOP) platform. The Treasury said the measures aim to curb leakages, improve transparency, and strengthen TSA and GIFMIS operations. MDAs were instructed to regularise all portals, nominate RevOP officers, and ensure full compliance within set deadlines.
