What new Lagos tenancy bill means for landlords, tenants and agents…

The Lagos State Tenancy and Recovery of Premises Bill 2025 aims to overhaul the state’s rental system by limiting advance rent to one year for new tenants, capping agent fees at five per cent, mandating agent registration with LASRERA, and imposing strict penalties for harassment or illegal evictions such as removing roofs or cutting utilities.

The bill also gives tenants the right to challenge “unreasonable” rent increases in court, with judges required to consider factors like comparable neighbourhood prices and special circumstances. It introduces faster court procedures, clearer rules on refundable deposits, and explicit rights to privacy and peaceful enjoyment, while also enforcing transparent service charge accounting.

Despite passing second reading in July 2025, the bill remains a draft and has not yet become law, though it is widely viewed as a potential game changer for Lagos’ rental sector.
