Singapore tops the 2025 Henley Passport Index with visa-free access to 193 destinations.
Singapore has retained its position at the top of the 2025 Henley Passport Index, offering visa-free access to 193 destinations. Japan and South Korea follow jointly with 190. Seven EU countries, including Germany, France and Spain, share third place with access to 189 destinations.
While Europe dominates the global top 10—claiming 28 spots—two of its members lag behind. Belarus ranks 62nd with access to 81 destinations, just below Kosovo at 61st with 82.
“Access is earned – and must be maintained,” said Christian Kaelin, chairman of Henley & Partners.
The United Kingdom and United States continue their downward trend. The UK now sits in sixth place with access to 186 destinations, while the US, once a leader in 2014, has dropped to its lowest-ever position—10th—with 182.
Henley & Partners attributes the decline to tightening border policies, while countries like the UAE, Saudi Arabia, and China climb the rankings due to growing visa waivers and eased entry rules.
