Nigeria’s 2025 Projects: 99 abandoned, 471 stalled, 92 fraudulent — Report

Tracka reports that hundreds of Nigerian government projects in 2025 were abandoned, incomplete, or fraudulently delivered, highlighting widespread mismanagement of public funds.

Tracka, the government accountability and project monitoring arm of BudgIT Nigeria, has uncovered serious mismanagement of public projects in 2025, with 99 abandoned, 471 incomplete, and 92 fraudulently delivered. Out of 2,760 projects tracked, only 1,438 were completed, while 660 remained in progress, often due to diversion of funds, unfinished or poorly executed projects, and disbursements for previously completed projects being counted as new implementations.

The agency identified Imo (17.43%), Lagos (12.73%), Kwara (11.76%), Abia (10.67%), and Ogun (8.33%) as states with the highest number of fraudulent projects. “These five states account for 57.1% of all fraudulently delivered projects, representing N8.61 billion of the total N15.07 billion disbursed for projects in this category,” Tracka stated on Thursday. Monitoring dam-related projects across 13 states valued at N432 million, Tracka found that none of the 16 projects had been completed, with four abandoned, six slowly progressing, and six yet to commence despite funding.

Tracka also tracked 47 revitalised primary healthcare centres across 25 states, noting challenges with limited disclosure of fund disbursement. “Of this number, 26 centres showed visible improvements in infrastructure or equipment; 12 were under renovation; eight had no interventions despite being listed as revitalised; and one was completely abandoned,” the agency said. In the Niger Delta, of 48 federally funded projects monitored across Akwa Ibom, Cross River, Delta, and Rivers states, 29 were completed and produced measurable community benefits, while 13 had not commenced, four were ongoing, and two were untraceable despite confirmed funding.
