The jury is still out on the best approach to solving insecurity in the North. I understand that a combination of military and non-kinetic approaches has been successful elsewhere, and perhaps this is the way forward. The Niger Delta amnesty programme is a good example; it worked well, providing amnesty, education, and social integration. This model could be explored as a solution for the North.
